Intertie was incorporated in 1984 as a non-profit corporation "for the purpose of establishing, maintaining and operating F.C.C. approved amateur radio stations, with the further requirement that these stations be interconnected where possible, such that a network of interconnected stations results, said stations to be available to stimulate research and development in any communications authorized in the Amateur Radio Service, also to provide disaster and other emergency and non-emergency communications services…Said corporation is organized exclusively for charitable, religious, educational and scientific purposes…" [From Articles of Incorporation, filed June 23, 1984 and amended Jan. 23, 1985]."

In a letter in part, dated Dec 3, 1985, to Intertie, Inc. from the Internal Revenue Service, "Based on the information submitted, we have determined that you ... are an organization of the type described in section 170(b)(1)(A)(vi.). Your exempt status under section 501(c)(3) of the code is still in effect… Grantors and contributors may rely on this determination until Internal Revenue Service publishes a notice to the contrary..."

In a letter, dated March 26, 1985 from Comptroller of Public Accounts, State of Texas, "We have determined that your corporation qualifies for exemption from state franchise tax and state sales tax…As an organization exempt from limited sales, excise and use tax, you may issue an exemption certificate in lieu of the sales tax on taxable items purchased…The certificate does not require a number to be valid and may be reproduced in any quantity…"
